Day Of Atonement, Democrats Continue Shutdown, New Gaza Agreement, Protection for Qatar, US Constitution Part 4, And More

The Day of Atonement, also known as Yom Kippur, is the holiest day of the year in the Jewish religion. For nearly 26 hours, many Jewish people will abstain from food and drink, they will not wash, they will not apply lotions or creams, they will not wear leather footwear, they will abstain from marital relations, and they will not work. They will spend those hours praying for forgiveness.

Historically, after the people of Israel left Egypt in 1313 BCE, while Moses was up Mount Sinai conversing with GOD, they chose to worship a golden calf. When Moses descended and saw what they had done, he returned to Mount Sinai to pray for GOD to forgive them. It took Moses 80 days on the mountain before GOD forgave them. The day Moses descended from the Mount was designated as the Day of Atonement. Leviticus 16:1, Leviticus 16:30, Leviticus 23:26-32, Isaiah 1:18, and Numbers 29:7 all address the Day of Atonement. Traditionally, on this day the High Priest, wearing plain white garments, performs a specially prescribed service which includes offering incense and the sacrifice of a pair of goats (one being killed and the other being released to the wilderness). 

After 70 CE, when the 2nd Temple was destroyed, the ceremony was no longer performed by the High Priest. Instead, every Jewish person who follows the Jewish religion performs the service themselves "in the temple of his or her own heart." At the end of the day, when night has fallen, the prayer "Hear O Israel: GOD is our Lord, GOD is one" is recited, the congregants then sing and dance, followed by a single blast on the horn (shofar) with the proclamation, "Next year in Jerusalem." This is followed by an after-fast meal.

We wish the Jewish faithful a meaningful Sabbath of Sabbaths.  May you be inscribed in the Book of Life, may God bless you, and may He continue to bless the United States of America.

On October 1, 2025, the White House published the article Democrats Betray Americans with Government Shutdown stating that the shutdown was brought about by Democrat Senators capitulating to their loony left radical members who control the Democrat party. President Trump and his Administration are holding the line. The "clean" continuing resolution bill - the very same bill that the Democrats approved earlier in the year that kept the government funded until the end of the fiscal year (September 30, 2025) - will NOT be held hostage to the radical agenda the Democrats are pushing. 

On October 1, 2025, the White House published the research Economic Consequences of a Government Shutdown which links to a 5-page research article from The Council of Economic Advisors. The research provides a legislative history on how many votes the 13 continuing resolutions required during the Autopen Administration received. All passed with between 98% and 100% of vote of the entire congress.

The research identifies 5 aspects of macroeconomic impact a Federal government shutdown would incur: 1) Goldman Sachs estimates the quarterly GDP will be reduced by 0.2% for each week of shutdown; 2) that .02% reduction equates to losses of about $15,000,000,000 per week; 3) Goldman Sachs estimates a month-long shutdown would equate to the loss of about 43,000 jobs; 4) Fiserv estimates DC would suffer more than other regions; and 5) delays and pauses in collection of economic data can lead to uncertainty for the next FED interest rate decision creating lower business investment and higher volatility in financial markets.

The research also notes there will be delays in benefit programs, such as 1) WIC in which no new mothers or children will be able to enroll; 2) SNAP will end when the money runs out at the end of October; 3) for Social Security, those direct-service operations needed to have accurate and timely payment of benefits will continue, everything else will cease; 4) while Veteran health care will continue, career counseling, GI Bill Hotline, regional benefits offices, public affairs outreach, headstone placement, pre-need burial applications, and presidential memorial certificates will either be stopped or severely reduced; and 5) Head Start programs up for annual review & subsequent funding will stop.

Another aspect is Federal workforce disruption where 1) over 1,900,000 civilian employees will either be furloughed or required to work without timely pay (80% of the workforce is outside DC); 2) TSA will work without timely pay; 3) Border Patrol (over 19,000 agents) and CBP (over 25,000 officers)  will continue to work without timely pay; 4) Federal Law Enforcement will continue to work without timely pay; 5) Federal firefighters will work without timely pay and new recruit training programs are cancelled; 6) Federal contractors are not entitled to backpay meaning their workers will not be paid even if they work during the shutdown; and 7) the report estimates consumer spending will be reduced by $30,000,000,000 per month of shutdown. Note that when they state Federal civilian workers will work without "timely pay" they mean that workers will be paid after Federal government is funded for whatever hours they worked during the shutdown. Question is, do people have enough savings to 'last' for the duration of this shutdown? Much of the financial research says 'no' - many are living paycheck to paycheck. Withhold a paycheck and they can't pay their bills, buy groceries, or even fill their vehicle with gas to continue getting to and from work.

Finally, in addition to those private businesses who contract with the Federal government, 1) small businesses will see delays in receiving federal loans; 2) Federal agencies will not be able to process export licenses or certifications, so that will put a crimp in exports; 3) Federal systems that process mortgage applications will be partially shuttered leading to mortgage application decline (in 2013, it was 7%), and 4) about $3,000,000,000 small business contracts and $12,000,000,000 per week in corporate contracts would be lost due to lack of available contract work (they stopped the infrastructure project on public transportation in New York City already).

On October 1, 2025, the White House published the article FACT: Democrats Shut Down Government Over Free Healthcare for Illegals to counteract the lies being told through propaganda media. The White House published a memo detailing the following 7 facts:

  1. Democrats’ proposal would result in nearly $200 billion spent on healthcare for illegal immigrants and other non-citizens over the next decade — enough to fund the entire Children’s Health Insurance Program.
  2. Democrats’ proposal would once again allow those improperly granted asylum and parole under Biden’s open borders scheme to receive Medicaid.
  3. Democrats’ proposal would require Medicaid to pay more for emergency care provided to illegal aliens than it does for American patients who are disabled, elderly, or children.
  4. Democrats’ proposal would allow California to continue exploiting a loophole to fund Medicaid for illegal aliens.
  5. Democrats’ proposal would reinstate a special Obamacare subsidy for non-citizens — for which low-income American citizens are not eligible.
  6. Democrats’ proposal would repeal a generational $50 billion investment in rural healthcare.
  7. Democrats’ proposal would take Health Savings Accounts away from ten million American citizens.

On October 1, 2025, the White House published the article Global Support for President Trump’s Bold Vision for Peace in Gaza detailing the President's "groundbreaking" peace plan for Gaza.

  1. Gaza will be a deradicalized terror-free zone that does not pose a threat to its neighbors.
  2. Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough.
  3. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal.
  4. Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned.
  5. Once all hostages are released, Israel will release 250 life sentence prisoners plus 1700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans.
  6. Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries.
  7. Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads.
  8. Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement.
  9. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump’s peace plan in 2020 and the Saudi-French proposal, and can securely and effectively take back control of Gaza. This body will call on best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment.
  10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesize the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza.
  11. A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries.
  12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.
  13. Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy back and reintegration program all verified by the independent monitors. New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbors.
  14. A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbors or its people.
  15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is critical to prevent munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalize Gaza. A deconfliction mechanism will be agreed upon by the parties.
  16. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarization that will be agreed upon between the IDF, ISF, the guarantors, and the United States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Practically, the IDF will progressively hand over the Gaza territory it occupies to the ISF according to an agreement they will make with the transitional authority until they are withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat.
  17. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF.
  18. An interfaith dialogue process will be established based on the values of tolerance and peaceful co-existence to try and change mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be derived from peace.
  19. While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.
  20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous co-existence.

Joint Statement by the Foreign Ministers of Qatar, Jordan, UAE, Indonesia, Pakistan, Türkiye, Saudi Arabia, and Egypt; Australian Prime Minister Anthony Albanese; Azerbaijani Ministry of Foreign Affairs; Canadian Prime Minister Mark Carney; China; European Commission President Ursula von der Leyen; European Council President Antonio Costa; French President Emmanuel Macron; German Foreign Minister Johann Wadephul; Indian Prime Minister Narendra Modi; Italian Prime Minister Giorgia Meloni; Japanese Prime Minister Shigeru Ishiba; Kazakh President Kassym-Jomart Tokayev; Lebanese President Joseph Aoun; New Zealand Minister of Foreign Affairs Winston Peters; Pakistani Prime Minister Shehbaz Sharif; Palestinian Authority; Spanish President Pedro Sanchez; Turkish President Recep Tayyip Erdogan; and United Kingdom Prime Minister Keir Starmer.

I don't think #18 will ever happen. As many have pointed out, you cannot peacefully co-exist with a group whose religious beliefs want everyone that does not follow their religion dead.

On September 29, 2025, President Trump signed the EO Assuring the Security of the State of Qatar which first acknowledges the cooperation, shared interests, and close relationship between the armed forces of both the US and Qatar which creates bonds between our two countries. Section 2 specifies the commitment the US is making to Qatar 1) any armed attack on Qatar will be considered as an attack on the US; 2) if Qatar is attacked, the US will take all lawful and appropriate measures to defend the interests of the US and Qatar; as well as 3) the Secretary of War, Secretary of state, and Director of National Intelligence will work with Qatar in joint contingency planning to provide a rapid and coordinated response to any foreign aggression towards Qatar. Section 3 orders all executive departments and agencies to take appropriate steps to implement the EO. Bottom line? If Israel "mistakenly" attacks Qatar again, the US will have to defend Qatar against Israel. Let's hope we don't have to find out.

Today we will explore Article I Sections 4 & 5 of the US Constitution (links to Part 1 Preamble, Part 2 Article 1 Sections 1 & 2, Part 3, Article 1 Section 3).

Article I, Section 4:

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day.

Article I, Section 5:

Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

Each House shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days, nor to any other Place than that in which the two Houses shall be sitting.

Article I, Section 6:

The Senators and Representatives shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States. They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place.

No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States, which shall have been created, or the Emoluments whereof shall have been encreased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office.

Article I, Section 7:

All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the Rules and Limitations prescribed in the Case of a Bill.
